Apostle/Sr. Pastor Joyce Carter
Saved and baptized in April 1988 in the state of California, Apostle/Sr. Pastor Carter started the ministry of “Sisters” In Action between 2001 and 2002 when God called her out to fulfill a mandate.
Holy Spirit spoke the Call in 1992 at which time she begin the preparation for the Call.
Apostle Carter was trained under many generals of Faith in Louisiana. Under the leadership of Dr. Grey and Deidra Thomas, Pastor Grant Storms, and Apostle Reggie Wilson, Apostle Carter was trained under the Apostolic Anointing.
Apostle Carter moved to Virginia, working in the late Chancellor Jerry Farwell Ministry at Liberty University Ministry. She began her Outreach Ministry there handling in-bound and out-bound calls for ministries across the World — some of which you may be familiar with: “Promise Keepers” Winning Walk, Adrian Rogers, Kenneth Copeland, Reinhard Bonnke, etc., and many more.
Answering the calls for prayer after the programs ended, she was given the assignment to deal mostly with all the ungodly calls.
Answering tHE CALL
Apostle/Sr. Pastor Carter left Virginia, relocated back to Washington State where she worked in an International Ministry under the leadership of Apostle Villa, traveling to the Philippines and Paris to assist in building churches, training leadership, and working in many outreaches in poor areas. Apostle/Sr. Pastor Carter has been the Speaker or one of the Speakers at many Conferences for over 12 years.
Apostle Carter worked in various Women’s Ministrys as an Advocate for Executive Pastors, as well as, working with the Youth Ministry in Tacoma.
Apostle Carter soon began to receive the vision from the Lord to raise up an Apostolic people who would know God and fulfill the mandate to reach the World for the Kingdom of God.
There He birthed by the Holy Spirit in the year 2001, Sisters in Action, along with a friend, Apostle Sylvia Shipman.
The School of Spiritual Warfare was born. Many lives got set free, many lives were changed by the power of God, many are walking in their God-given Call since attendance.
God's Workmanship
The Lord spoke again for Apostle Carter to begin a ministry that would train and teach to prepare not just women but all people for the Kingdom of God’s divine purpose and destiny.
Apostle/Sr. Pastor Carter answered the Call and began the Church in May 2009. The Lord called it “Upon The Rock Ministry” starting with 8 faithful people. The ministry has trained thousands of people locally and worldwide, even in the Dominican Republic.
All the prophecies down through the years came to pass. Stepping out in faith, Apostle Carter trusted and saw the Lord’s Hand move upon her life and God’s people increasing with His power and anointing to set the captives free, break chains, and destroy yokes off God’s people.
Apostle Carter attended and participated in the Shepherd’s Walk and the Sacred Services of Consecration for Apostles-Elect at Ray Martin Ministry, Inc. Worldwide in Virginia whereby she was anointed and ordained an Apostle by the late Apostle Dr. Raymond Martin, her mentor and overseer. Apostle Carter was selected to be part of the Ray Martin Ministry, Inc. Worldwide Team that goes out to the Nations to perform the Great Commission as commanded by our Lord and Saviour Jesus Christ.
Apostle Carter has been led to help Apostles, Prophets, Evangelists, Pastors, and Teachers (the Five-fold Ministry), to prepare them for the work of the Kingdom for the End-Time call of the Church to order, discipline, and obedience to the greater work we must walk in now.
